The 3-1-1 liquids rule caps most liquids at 3.4 oz. TSA makes an exception for formula, breast milk, toddler drinks and baby or toddler food, including puree pouches.

What is allowed in carry-on

  • Formula, breast milk, toddler drinks and baby food in amounts over 3.4 oz (100 ml)
  • Cooling accessories: ice packs, freezer packs, gel packs, liquid-filled teethers
  • No quart-sized bag needed for these items

At the checkpoint

  1. Tell the TSA officer at the start that you have these items over 3.4 oz.
  2. Take them out of your bag for separate screening.
  3. TSA may test the liquids for explosives. Screening never involves putting anything into the liquid.
  4. You can ask for private screening at any time.

TSA says its X-ray machines do not harm food or medicine. If you do not want items X-rayed or opened, tell the officer; other screening may be needed.

Packing tips

Use clear, translucent bottles when you can. Liquids in plastic bags or pouches may not work with bottle scanners and may need alternate screening.

Children at screening

TSA uses modified procedures for children who appear to be 12 or younger. You may carry your child through the metal detector. Kids under 18 do not need ID for domestic flights; see acceptable ID.

Frequently asked questions

Does breast milk have to fit in the quart bag?

No. TSA treats formula, breast milk, toddler drinks and baby food as medically necessary liquids that do not need to fit in a quart-sized bag.

Does my baby need to be with me to bring breast milk?

No. TSA says your child does not need to be traveling with you.

Are ice packs allowed?

Yes. Ice packs, freezer packs, gel packs and liquid-filled teethers are allowed in carry-ons, with or without breast milk.
